1. What is a cross connection?

A cross connection is any point in the water distribution system where contaminants may come into contact with potable water. These contaminants can either be drawn into the potable water system in a situation were the lines are depressurized for repair, or pushed back into the potable water system by an auxiliary pump.

2. What is a backflow assembly?

A back flow prevention assembly installed at every point of cross connection prevents contaminated water from entering the potable water distribution system. A back flow prevention assembly, sometimes referred to as a back flow preventer, is designed to prevent back siphoning or back pressure.

3. Why has the town developed this program?

The town has developed a cross connection program because the Colorado Department of Public Health and Environment mandates us, the water supplier, to do so.

4. How does this program affect you, the water consumer?

The new program will require all Town of Basalt water consumers to test their assemblies on a regular basis.

5. Who will pay for the testing and repairing of defective devices?

The water consumer will assume the cost of the testing and the repairing of defective devices.

6. Who will inspect and test the backflow assemblies?

The consumer will be required to have their back flow prevention assemblies tested by a certified technician, typically a plumbing contractor. The town will not test devices.

7. How will I know when the tests are required?

The town will notify water consumers by mail.

1. How does the new system benefit the town?

The new devices will make meter reading more efficient and precise. It currently takes the Water Department five days to complete the water bill cycle, we will cut this time in half with the new system. The automated meter read system eliminates the challenge of locating meter displays which are not always in a uniform pattern along a route, or that may be covered with snow or vegetation. Animals penned in yards also present problems for meter readers.

2. How does the new system benefit the consumer?

Once installed, the new system eliminates the need for a meter reader to visit your premises. This offers you more privacy and convenience. Automated meter reading systems also reduce human error assuring accurate billing.

3. How long will my water service be interrupted?

Approximately 30 minutes.

4. How does the new system work?

A small device is attached to your water meter. It automatically reads your water meter and transmits this data to a hand held device.

5. How long will the new devise work?

The life expectancy of the unit is 10 years.

6. How much will it cost me to have the automated system installed?

Nothing, there is no charge for the equipment or the installation.

7. Will the automated system raise my rates?

No, your rates will stay as they are.

8. Who will perform the installation?

Trained Town of Basalt Water Department employees will perform the installation.

1. When can I pick up a copy of my traffic accident report and how much does it cost?

Reports can be picked up in 10 days from date of incident and the cost is $7.00.

4. Where do I pay for a penalty assessment ticket that I received from the Basalt Police?

Penalty assessment tickets can be paid at The Basalt Town Hall, which is located at 101 Midland Ave, Basalt, CO 81621. For penalty assessments not directed to the Basalt Municipal Court can be mailed to the Colorado Department of Revenue, Department A, Denver, CO 80261.

5. Can I get papers notarized at the Police Department?

Yes, the police department administrative assistant is a notary and several of the police officers are also notaries.

6. What are the surcharges on my citation?

The surcharge is 25% for VALE, which goes to the Town's Victim Assistance Fund and 25% Police Officer Training Fund. These monies go to a training fund for police officers. In order to accomplish the officer training surcharge of 25%, an average of the area municipal fines were reduced by 25%.

7. What is the Town of Basalt's Victims Assistance Fund?

This fund is set up to help provide compensation to victims of crimes where no suspect is located. A 25% surcharge is added to all fines. These monies go to the Town's Victims Assistance Fund.

8. How do I apply for Basalt's Victims Assistance?

If you have been a victim of a crime where no suspect is located and would like to apply for monetary assistance, submit a letter that states your request and proof from your insurance company regarding your deductible. You may be eligible for compensation up to the amount of your insurance deductible

9. What is considered a dangerous dog?

11. Is there a leash law in Basalt?

Yes, see below:
Sec. 7-139. Control.
(a) It shall be the duty of any owner or keeper of a dog to keep such dog under control, as herein
defined, so as to prevent the dog from:
(1) Running at large;
(2) Becoming a danger to persons or property;
(3) Trespassing on the property of another; or
(4) Being a public nuisance as defined in Section 7-131.

12. What do you do about abandoned vehicles?

An abandon vehicle is any vehicle that is no longer able to move from place to place under its own power. A vehicle that has been parked on the public street or right of way for more than 72 hours is considered abandoned. After 72 hours we red tag the vehicles and tow them as soon as we can.

13. Can I get fingerprinted at the police department?

Yes, we have a $20.00 fee and you will need a picture identification. Fee Schedule

14. Can I get a VIN inspection on my out of state vehicle?

Yes, VIN's are $20.00 and you will need to provide title or registration for the vehicle. Fee Schedule

15. Can I get a Certified VIN Inspection on my vehicle at the police department?

We are currently not offering Certified VIN Inspections. We apologize for the inconvenience.

1. How are roads prioritized?

The streets have been carefully prioritized according to traffic volume and public safety requirements. After plowing the first and second priority streets, the residential streets are next. Narrow and steep residential streets take priority. This is why Hillcrest Drive and Original Road are plowed before other residential areas.

2. Who is responsible for snow removal on my sidewalk, driveway, and mailbox area?

Property owners or occupants are responsible for snow removal on sidewalks adjacent to their property, and in or around driveways and mailbox areas.

3. How can I avoid damage to my landscaping?

The public right of way extends beyond the edge of the street. A public right of way serves many purposes, including providing for snow storage. Please keep any potential landscape obstructions outside of the public right of way.

4. Why haven’t all the main roads been cleared by the time I leave for work?

To provide safe access for commuters and to avoid high traffic volumes, the streets department prefers to clear streets in the early morning hours, before you leave for work. Do to the timing and severity of a storm, this is not always possible.
