Stage 2 Water Restrictions Lifted!

Sec. 13-36. - Waste of water; water use restrictions.

(a) Purpose. The purpose of this Section is to set forth rules to ensure that enough water will be available in the Town's storage tanks for fire protection and consumer use within the Town limits.

(b) Waste of water. Water users shall at all times prevent unnecessary waste of water and keep all water outlets closed when they are not in actual use. Hydrants, faucets, urinals, toilets, showers, bathtubs and all other water outlets shall not be left running for any purpose other than the purpose for which they were designed and intended. It shall be considered a waste of water to operate any sprinkler or other irrigation system which applies water directly to a driveway, sidewalk, street or other concrete or pavement surface or which causes excess water to run in street gutters. Any person found guilty of wasting water within the Town shall be subject to the penalties set forth in Section 1-82 of this Code. In addition, the Town may disconnect the water supply to any premises where water is being wasted; and, in such event, a reconnection fee set forth in Section (d) below shall be charged to the owner of the premises.

(c) Water use restrictions. 

(1) Beginning April 1 and ending October 31, which period of time corresponds to the average season for the irrigation of lawns, gardens and landscaped areas within the Town limits, the Town shall give public notice published in a local newspaper of general circulation within the Town that Stage 1 water restrictions are in effect within the Town. In addition, the Town shall place a yellow placard, measuring not less than one (1) foot on either side, in a window located on the east side of Town Hall. Further, the Town shall provide public notice on the Town's website that Stage 1 water restrictions are in effect.


Stage 1 water restrictions shall be as follows:


a. Water users whose property address ends in an odd number may irrigate outdoors, wash streets, sidewalks, driveways, patios and other concrete or paved surfaces with water from a hose equipped with a nozzle which completely shuts off the flow of water when the hose is not in use on Wednesdays, Fridays and Sundays only.

 

Water users whose property address ends in an even number may irrigate outdoors, wash streets, sidewalks, driveways, patios and other concrete or paved surfaces with water from a hose equipped with a nozzle which completely shuts off the flow of water when the hose is not in use on Tuesdays, Thursdays and Saturdays only.


However, the Town Water Operator may exclude newly landscaped areas from the provisions of Stage 1 if the Town Water Operator determines that a failure to exclude would result in the destruction of the newly landscaped area. No outside irrigation whatsoever shall be allowed on Mondays.


b. Anyone washing a car, truck, boat, trailer or other vehicle at a destination other than a commercial washing facility shall use a hose equipped with a nozzle which completely shuts off the flow of water when the hose is not in use.


(2) When the amount of water available for diversion, storage and distribution in the Town's municipal water system is less than that amount of water determined by the Town's Water Operator to be reasonably necessary and prudent for fire suppression purposes, the Town shall give public notice that Stage 2 water restrictions are in effect within the Town. Such public notice shall consist of placing written announcements in close proximity to the following prominent roadway intersections: Elk Run Drive and Two Rivers Road; Midland Avenue and Two Rivers Road; Homestead Drive and Midland Avenue; Sopris Drive and Midland Avenue; Riverside Drive and Cottonwood Drive; and Homestead Drive and Two Rivers Road. In addition, the Town shall place a red placard, measuring not less than one (1) foot on either side, in the window of the Public Works Department located on the east side of Town Hall. Further, the Town shall provide public notice on the Town's website that Stage 2 water restrictions are in effect.  Stage 2 water restrictions shall be concurrent with and in addition to the Stage 1 water restrictions set out above, except to the extent Stage 2 restrictions are more restrictive.



Stage 2 water restrictions shall be as follows: 

a. All outside irrigation with sprinklers, sprinkler systems or other passive or automatic methods, other than drip irrigation systems, shall be prohibited. Water users may irrigate outside only using buckets, watering cans, hand-held hoses or drip irrigation systems only on the days specified in the Stage 1 restrictions; provided, however, that the Town Water Operator may exclude newly landscaped areas from the provisions of Stage 2 if the Town Water Operator determines that a failure to exclude would result in the destruction of the newly landscaped area.

b. Washing of cars, trucks, boats, trailers or other vehicles at destinations other than commercial washing facilities shall be prohibited.

c. Washing of streets, sidewalks, driveways, patios and other concrete and paved surfaces with water shall be prohibited.



Water Alert:  

Be advised, the Town will be re-coating one of the million gallon water storage tanks this summer.  The tank will not be available for water storage during much of the summer.  This work must be completed during the warm summer months in order to properly cure the coating.  

It is very important that we conserve water this summer since almost one half of our storage will be unavailable.
